Coalpasser Drowns at Kennewick.
SPOKANE, Wash., March 13.---(Special.)---Robert Ingalls, a coalpasser of the steamer Inland Emire, was drowned in the Columbia near the docks at Kennewick, about midnight last night. About midnight the watchman on the Inland Empire heard someone walking on the deck below and soon afterward a splash. He found Ingall's cap floating on the rippling waters but no trace of the man.
